How does a company become an IND recognised sponsor?

A company applies to the IND in writing on its own form, after it is registered with the KvK and can show that it is financially sound and reliable. According to the IND, the fee for 2026 is EUR 5,080, or EUR 2,539 for a company with no more than fifty staff, and the IND has three months to decide.

Recognition as a sponsor is the step most foreign groups discover late. A new Dutch subsidiary cannot apply for a highly skilled migrant permit until the IND, the Dutch immigration service, has approved the company itself. That is a separate application, about the company rather than any employee, and it has to be done before the first hire.

This guide follows the IND's own steps in its order. Recognised sponsor is the IND's term; in Dutch, erkend referent.

01

Check whether your company needs recognition at all

Recognition comes in four categories and a company applies for each separately: study, exchange, research and work. A landing company almost always needs only work, which covers highly skilled migrants, regular paid employment, seasonal work, work experience, intra-company transfers and the European Blue Card.

It is compulsory for a highly skilled migrant, for researchers under the European research directive, and for study, exchange and au pair. It is optional for regular paid employment, seasonal work, work experience, intra-company transfer and the European Blue Card, where the IND says the procedure only moves faster if you are recognised.

Two exceptions: highly skilled migrants and researchers with Turkish nationality do not need their employer to be recognised, and a separate branch or business unit needs its own application. If the candidate fits another route, this step can sometimes be avoided: the alternatives are in which visa route fits your team.

02

Get the entity and the figures in order

The IND tests two things: whether the company can keep going, and whether it can be trusted. Both are assessed before any employee is named. Getting the entity itself in place is in how to set up a Dutch BV from abroad.

The IND lists these general conditions:

  • The company is registered in the Dutch Commercial Register, the Handelsregister held by the KvK.
  • Its continuity and solvency are sufficiently secured: it can meet its financial obligations over the longer term and absorb setbacks.
  • It is not insolvent and has not been granted a suspension of payments.
  • The company, its directors and officers, and the other people and entities involved in it are reliable.
  • It complies with its code of conduct, and, if it supplies staff to others for payment, is listed in the register of the Labour Standards Foundation, the SNA.

For a young company there is no track record to read, so the IND can ask RVO, the Netherlands Enterprise Agency, for an opinion. RVO scores start-up businesses out of 100 points and needs at least 50 for a positive opinion, across the KvK registration, the business plan and the financing. Under financing it looks for a substantiated turnover forecast, positive cash flow from actual business activity, and room to absorb setbacks, each over three full years.

The IND also spells out when it treats a company as unreliable: three insolvencies in the year before the application, a tax negligence penalty in the four years before, three or more penalties under the Dutch aliens, foreign employment or minimum wage acts in the same period, or a recognition it withdrew in the five years before.

03

Collect the documents and fill in the form

The application is on paper. The IND publishes one form, Application for recognition as sponsor, numbered 7501, which lists the supporting documents your situation needs. Collect everything before applying: an incomplete file is the main reason a decision takes longer.

The completed form and its attachments go to the IND by post. There is no online route for this one, even though everything after it runs through the IND Business Portal once you are recognised.

04

Pay the fee

The fee is paid per category. The IND publishes these amounts for 2026: EUR 5,080 for recognition as a sponsor, and EUR 2,539 for a small business with no more than 50 people, for exchange purposes including au pair, and for a change in the business entity of an already recognised company.

Fees change each year on 1 January and are valid to 31 December. The IND does not start work until the fee is paid, and sends a letter explaining how once it has the application.

05

Wait for the decision

The IND has a legal decision period of three months. It can extend that when the application is incomplete or more investigation is needed, and it says so when it does.

A negative decision can be objected to. A positive one puts the company in the Public Register of Recognised Sponsors on ind.nl, where a candidate abroad can check an employer. Recognition lasts until the company gives it up or stops meeting the conditions.

What it buys is speed afterwards. The IND aims to decide on a residence permit application from a recognised sponsor within two weeks, against a legal period of 90 days, or seven weeks where a work permit is also needed. Recognised sponsors also submit fewer documents and face no minimum or maximum number of applications per year.

06

Take on the obligations that come with it

Recognition is a standing relationship, not a certificate. Three duties come with it.

The duty to provide information means reporting anything that affects a residence permit or the recognition itself, in most cases within four weeks, and an administrative address change within two weeks. The duty of care means selecting the foreign national carefully and telling them the conditions for admission and residence, even when recruitment is outsourced. The duty to keep records means holding each file until five years after you stop being that person's sponsor.

Failing these can lead to penalties or to losing the recognition, so someone has to own it permanently, usually whoever runs payroll. What else has to be ready before a first Dutch employee starts is in what you need before your first hire, and the salary side in the minimum salary in 2026.
